 Sanctioned games in which - each team consists only of officers of the same navy, and  the opposing teams are from different navies, and  each navy in the game is either played by its own officers, or officers of a navy that was historically allied to the navy played, or officers of a navy that was historically not a party to the conflict, are considered battles. All sanctioned games in which one or more of these requirements are not met are considered maneuvers.
