1. Philosophy

The Naval Campaigns Club (NCC) has been formed to provide members with an enjoyable and challenging environment for playing the games "Naval Campaigns 1: Jutland", "Naval Campaigns 2: Tsushima", "Naval Campaigns 3: Guadalcanal", and any further naval war titles by HPS against human opponents. The club encourages role-play and aims at recreating the historical flair of these wars. A friendly and co-operative atmosphere is the rule for everyone. Friendly banter is encouraged, but rude and antagonistic behavior will not be tolerated. The club keeps no "ladder", as a direct measure of the number of battles fought or victories gained, nor does it tolerate the competitive spirit behind such an instrument. Its sole purpose is having fun and fighting fair and spirited battles. battles.

2. Organization

The club is organized in national naval forces along historical lines. New members can enlist in any of these navies. However, in order to ensure that every member will find opponents, the Cabinet can assign new members to under strength forces following a formal determination of need and announcement of such by the President. New navies can only be formed if they have at least three members and the necessary staff for command and administration.

The central organization of the club consists of a Cabinet of up to five members. They belong to one of the national navies, but are called upon to perform their club duties in an absolutely impartial way. The cabinet's deliberations are confidential.

2.1 Cabinet Posts – The Cabinet Posts are as follows and listed in order for the formal Line of Succession of the governing body:

President:

Represents the club in all external and internal matters, tries to settle disagreements in the spirit of the club rules and philosophy, and handles matters of discipline when called for.

Vice-President:

Stands for the President in his absence and is responsible for matters related to enlistment, active status and other questions of membership.

Secretary of State:

Responsible for all matters related to game play; including the addition of new game platforms, scenario specifications and the setting of PDT guidelines.

Secretary of the Interior:

Responsible for keeping all club records; including the maintenance of Points, Assignments, and coordination of Promotions and Awards.

Secretary of the Navy:

Responsible for the internal administration of the club; including coordination with the Webmaster, act as NCCCS Coordinator, and is the Parliamentarian.

2.2 Cabinet Parliamentary Actions

2.2.1  Voting Procedures  -  Outlines the procedure for all routine votes to be taken by the NCC Cabinet on behalf of the Club

2.2.1.1           The Cabinet Member proposing the Motion shall submit in an organized format the actions being proposed within the Cabinet Boards including in the Post Title the term “First Motion” if there is no attached Second. A copy of this post shall be sent via the primary email address of each Cabinet member to allow those members who may not have immediate Boards access to be informed and participate.

2.2.1.2           Once a First Motion is made, a Second must be added as a Reply to the initial Post within 72 hours (three days) or the Motion Fails for Lack of a Second. The Second should also be emailed to all Cabinet Members as a backup.

2.2.1.3           Upon receipt of a Second the Motion is opened for Discussion and the proposal of Amendments for a period not to exceed 48-hours.

2.2.1.4           At the end of this period, the Webmaster will post a Poll in the original message thread and set it for Five (5) Days. The Poll will Call the Question on the language as it stands at the end of Discussion and Amendments. An Email indicating the Vote, Language, and Deadline will be sent to all Cabinet Members as soon as the Poll is up and active. 

2.2.1.5           The Poll will allow a Cabinet Member to VoteAye,” “Nay,” and  “Abstain.”

2.2.1.6           With 24 hours left in the Vote, the Webmaster will send a note to all Cabinet Members reminding them of the deadline.

2.2.1.7           Upon the Completion of the Voting Period The President will tally the votes. Unless otherwise specified by previous  Cabinet action, a Simple Majority, 51% or more, of the votes cast is ample to Carry the Question. Where otherwise specified by rule the noted standard will apply. 

2.2.1.8           In the Event of a Tie Vote the President, whether he has previously voted or not, shall cast the Deciding Vote within 48 hours.

2.2.1.9           There is No Veto Power within NCC. 

2.2.1.10        All Motions Passed Take Effect, as Specified in the Motion if specified; when Published within Heligoland by the President or his designee, or 72 hours After the Conclusion of Voting in that order.

 2.2.1  Parliamentary  Procedures  - Unless otherwise indicated by Rules or Declarations, the Proceedings of the Cabinet will be governed by Robert’s Rules of Order. The Cabinet Parliamentarian, President and/or Webmaster will research questions via the many online copies of Robert’s Rules should a member ask for clarification.

3. Sanctioned Games and Points

Sanctioned games are fought between two (single player battles) or more (multiplayer battles) officers of different navies. After completion, or when they have ended for another reason, they are registered with the club. Club points are then awarded as follows:

3.1 Base points: 1 pt per player in the game (2 pts for a single player game, 4 pts for a multiplayer game 2 vs. 2, etc.)

3.2 Playing Time Points: awarded for the time actually played: 1 pt for every 15 minutes actually completed.

3.3 Completion Points: awarded if the scenario has been played for the entire length (until the screen "time limit reached in scenario" appears), or all of the ships of one side have been eliminated:

Scenario Class is generally defined by scenario length in minutes, as follows:

 NOTE:

However, the club cabinet can put especially large scenarios in a higher class, or very tiny ones in a lower one.

3.4 Victory Points: awarded for battles only (not for maneuvers), as follows:

3.5 Penalties: A player who deliberately drops from a single player game, thus causing the game to end prematurely, incurs a -2 reduction in victory level, while the opposing player does not receive an equivalent raise. (Note that this is different from a game being terminated by mutual agreement.) A player who drops from a multiplayer game before completion, or before all players agree to a termination, receives only playing time points, but no base or victory points.

3.6  Battles/Maneuvers Defined:

Sanctioned games in which:

Each team consists only of officers of the same navy. and

The opposing teams are from different navies, and

Each navy in the game is either played by its own officers, or officers of a navy that was historically allied to the navy played, or officers of a navy that was historically not a party to the conflict, are considered Battles.

All Sanctioned Games in which one or more of these requirements are not met are considered Maneuvers.

3.7  Scenario Playtesting:

In the interest of fairness, all playtesting of new scenarios shall be considered maneuvers for the purpose of game reporting. Once the scenario has been approved and published to the webpage it will then qualify to be played as a battle for the purposes of game reporting.

3.8 NCCCS Campaigns:

For each completed turn in a NCCCS campaign, one (1) Club Point is awarded to each player and two (2) Club Points to the umpire, retroactively for each 100 turns completed, or the remaining less than 100 turns to the completion of the campaign. Upon completion of the campaign, a bonus of 0.2 Club Points per turn played is awarded to all players who served for the entire duration of the campaign, and a further bonus of 0.2 Club Points per turn played to all players in the winning team, if the campaign would meet the requirements for a battle as per Section 3.6

3.9 Monthly Game Schedules:

The First Sea Lord and Chef of the Admiralstat shall publish a schedule of what scenarios shall be played during the regularly scheduled Sunday 15:00(z) game and the Saturday Night (Sunday, 02:00(z)) game. The choice of the games shall continue to be on an alternating basis one week by the Kaiserliche Marine the next by Royal Navy. Also the choice shall alternate by days; ie. the Royal Navy on Saturday Night, the Kaiserliche Marine on Sunday Morning. The schedule for the upcoming month shall be published not later than one week before the first of that month. By mutual consent the First Sea Lord and Chef of the Admiralstat may choose to play a long scenario to be split between Saturday Night and Sunday Morning (ie. Jutland at four hours in length.) The schedule shall be posted on the Announcements board at Heligoland Tavern.


The schedule shall include two scenarios for each date, one large and one small, so that either can be played depending on the turnout for the game. All scenarios shall be from the approved scenario list on the club webpage, and once scheduled cannot be altered in anyway. In order for a scenario to be considered it must be published on the club webpage prior to the monthly schedule being published.

The method in which the Navy Commanders choose the scenarios shall be at the discretion of the individual commanders.

4. Administrative Points

4.1  Members may contribute to the club life in other ways than by fighting battles. Members who assume a military command, or perform administrative duties for the club (like maintaining websites, or game databases), or members of the Cabinet will be rewarded with administrative points, which count the same as points for sanctioned games, on a monthly basis, as follows:

5. Tours of Duty and Service Points

5.1  Any service rendered the club other than serving as a commissioned officer and fighting battles will be considered a Tour of Duty (TOD) if the prescribed minimum length of service is fulfilled, unless the conduct of the officer in question has been found wanting. A regular TOD is usually six months.

5.2  For completed TOD's, Service Points (SP's) are awarded as follows:

5.3 For a completed TOD as Chief of Staff or Second-in-Command to any position above, the same amount of SP's as for the official position, minus 2, is awarded (so for a chief of staff to a navy commander, 14-2 = 12). Acting service of any duration on any position is rewarded with SP's in proportion to the length of service, compared with a completed TOD (so for 2 months as acting club webmaster, one-third of a TOD, 18/3 = 6). For members of a club commission, if they have served until completion of the commission's work, 5 SP's are awarded; for the commission chair, 7 SP's. When the holder of a TOD-relevant position is promoted to a position of higher responsibility within the same organization, the original TOD can be completed on the new position, and SP's are awarded proportionally. The Umpire in a NCCCS Campaign is rewarded with 3 SP's per month of service, of any duration.

5.4 At the discretion of the cabinet, and upon suggestion of the commanding officer, SP's can be awarded to a commissioned officer in recognition of a special, one-time service rendered the club, for instance for having organized a club tournament or having submitted a significant amount of good custom scenarios.

5.5 For each promotion from Lieutenant-Commander, or the equivalent rank in other navies, upwards, in addition to club point and length of service requirements the appropriate amount of service points, as evident from the promotion requirements matrix (Section 6), is necessary for being eligible.

6. Naval Rank and Promotions

6.1 Each member enlists with the rank of Midshipman or its equivalent in the respective navy (see below), and may henceforth be promoted when fulfilling the necessary requirements as outlined below. There are four distinct groups of naval officer rank in each navy: warrant officers, commissioned officers, commodores, and flag officers.

* Warrant Officers

New members enlist as Warrant Officers (Midshipmen) and are considered on probation. They have three months to fulfill the requirements for a commission (this limit can be extended by a Cabinet Warrant, provided there is good reason). If they fail, their enlistment will be considered void. Warrant Officers have no command and are not eligible for sanctioned club games. (See Section 7, Training.)

*Commissioned Officers

A Warrant Officer has to complete three sanctioned games to be Commissioned with the lowest rank (Sub-Lieutenant). He may henceforth be promoted when having accumulated a sufficient number of club points for his new rank, as well as having fulfilled additional requirements, as outlined below, up to, and including, the rank of Captain. Commissioned Officers command single vessels, with the size and importance rising with rank. Commissioned rank is permanent.

*Commodores

An officer with commissioned rank of Captain (senior) who assumes command of a division or squadron of cruisers or capital ships, or a higher command, or a cabinet position, without being eligible for flag rank (see below), or any other club position that justifies it, will be given Commodore rank by a Cabinet Warrant. Commodore rank is temporary; if the requirements for holding Commodore rank are no longer fulfilled, the officer reverts to his commisioned rank, unless he has meanwhile fulfilled the requirements for flag rank.

*Flag Officers

A Commissioned Officer who assumes command over other vessels (commanders), or a Cabinet position, and has fulfilled the requirements for being eligible (see below) will be given flag rank by a Cabinet Warrant. A Flag Officer flies his flag in a flagship and relinquishes command of his own vessel. Flag rank is permanent. Upon announcing his retirement from the club, the senior flag officer of a navy, regardless of his actual commissioned rank, can be promoted Admiral of the Fleet (or the equivalent in another navy), at the cabinet's discretion, so to recognize his contributions to the club. The vote has to be unanimous. Admirals of the Fleet always have active member status and can never be stricken from the club rolls, except on their own request.

7. Training

7.1

Upon enlistment, Warrant Officers are assigned to a School Ship. They have maximum three months to complete three training games and gain their commission. They are not eligible for regular club games (battles) during this period.

7.2

For each navy, a Commissioned Officer shall be appointed as Commander of the School Ship Division. His tour of duty is six months and counts against the promotion requirements. He reports to the national commander for his side.

7.3

Additional commissioned officers can be appointed Captains of School Ships. Their tour of duty is six months and counts against the promotion requirements. They report to the Commander of the School Ship Division.

7.4

The Commander of the School Ship Division shall welcome new warrant officers, oversee their training, and shall recommend them for being commissioned when they have completed three training games. He is entitled to issue a temporary commission, pending approval by the Cabinet.

7.5

The School Ship Captain, or if none is appointed, the Commander of the School Ship Division shall walk new warrant officers through one short training game to make sure they can connect to a game and know the basics of handling ships. He shall then arrange for two more training games with other warrant officers, preferably from the same school ship. At least one of those games should be a multiplayer game.

8. Member's Duties

8.1 Duties – Minimum requirements of each NCC Member are as follows:

8.2 Punitive Actions

These rules require a monthly report from every club member. Report forms are now up and linked both to a general report form page as well as to a button at the bottom of each command on the OOB page. As the output of the report form is sent directly to the commanding officer, please make double sure you have opened the right report form for your command, as indicated by the header. Reports are due on the first day of each month for the preceding month. There will be no roll calls in this club. It is the own responsibility of each club member to remember to file a report, so to remain in good standing in the club. For failure to file a report, the following stipulations from the club rules apply:

8.1.1 A member who reports to his superior officer and participates in at least one sanctioned game per month is considered active.

8.1.2 A member who fails to report to his superior officer in two consecutive months and/or does not participate in at least one sanctioned game per month is declared absent without leave. An AWOL member keeps his rank, points, and unit affiliation.

8.1.3 A member who fails to respond to a personal call after having been declared AWOL, and/or fails to play at least one sanctioned game in the following month is declared missing in action and stricken from the club rolls. A MIA member loses his rank, points, and unit affiliation.

All commanding officers are hereby requested to inform their subordinates about the need to report, and the consequences arising from failure to do so.

 8.3 Punitive Actions

A member who consistently and deliberately fails to comply with the Club Rules can be placed under probation for a limited period of time. This action is at the discretion of the Navy Commander. The member in question has to be formally informed of this action, of the duration of the probationary period, and of the consequences arising from further failure to comply with the Club Rules. Continued failure to comply with the Club Rules by a member under probation will be brought to the attention of the Cabinet by the Navy Commander. The Cabinet will determine if punitive action is to be taken. Such action can include temporary disqualification to play in multiplayer engagements, loss of club points or service points, demotion in rank, loss of command, or removal from the club rolls. A majority of the members of the Cabinet is needed.

9. Member Status

9.1

A member who reports to his superior officer and participates in at least one sanctioned game per month, or holds at least two TOD-relevant positions of which at least one is a command higher than squadron, a school ship division command, or a cabinet position, is considered Active.

9.2

A member who fails to report to his superior officer in two consecutive months and/or does not participate in at least one sanctioned game per month is declared Absent Without Leave. An AWOL member keeps his rank, points, and navy affiliation.

9.3

A member who fails to respond to a personal call after having been declared AWOL, and/or fails to play at least one sanctioned game in the following month is declared Missing in Action and stricken from the club rolls. A MIA member loses his rank, points, and navy affiliation.

9.4

A member can request to be moved to the Reserve for up to six months for personal reasons. A member in reserve keeps his rank, points, and navy affiliation. When a flag officer with an outstanding service record requests to be moved to the reserves, he can instead be appointed to a honorary command (ship or shore) for up to one year, at the cabinet's discretion, and subject to prolongation.

9.5

A member can declare his Retirement from the club. A retired member loses his rank and points, but keeps the right to his navy affiliation. Special rules apply for Admirals of the Fleet, or the equivalent in other navies (see Section 6, Naval Rank and Promotions).

9.6

A member who is found missing in action or retires from the club can only be Reinstated by re-enlisting. A member can not re-enlist more than once.

11. Formation of New Navies

11.1 Introduction

Forming a new club navy is a coherent, one-time initiative. A new navy will neither be formed successively from new enlistments, nor from successive transfers from existing navies. After a new navy has been founded, no new transfers from another navy will be allowed.

11.2 Requirement for Membership Initiative

Forming a new club navy is a membership initiative. The cabinet will neither initiate, nor encourage, the formation of new navies. Those members willing to form a new navy have to present a proposal to the cabinet that proves that the necessary preconditions are met.

11.3 Minimum Membership

A new navy has to be formed by at least 10 club members. A majority of the founding members has to be active club members in that they are commissioned officers and have not been found AWOL for the preceding six months.

11.4 Current Command Exclusions

Ordinarily, no founding member can currently hold a command or staff position in an existing navy. Exceptions can be made by the cabinet. No navy that would be transferring members to the navy to be founded can be left with less than 10 active members in the sense mentioned above.

11.5 Staff Requirements

A new navy cannot be formed if it does not have at least three members who are willing to assume a command or staff position with the new navy. The navy must have an overall commander, and a school ship division commander.

11.6 Rank Transfer

Commissioned officers other than those with the lowest rank (Sub-Lieutenant etc.) incur a one-step reduction in rank upon transferring to the new navy. They also revert to the lowest level of club points commensurate with the new rank. Tours of Duty are not lost. Awards for gallantry are voided, but those for service for the club (as different from service for the former navy only) can be transferred to the equivalent award in the new navy.

11.6.1 The members willing to form a new navy have to provide the club webmaster with the necessary information (orders of battle, rank structure &c.) and graphical material (ship pictures, rank insignia, medals &c.) needed to present the new navy on the club pages.

11.6.2 If, at any time, a navy (other than the KM or RN) that has been founded for at least two months is down to five active members for two consecutive reporting periods, the cabinet shall take a vote on if that navy should be disbanded. If the cabinet so decides, then all active officers will be transferred to the navy of their choice, under the same restrictions as officers transferring to a new navy.

12. Awards

The cabinet has approved of the following awards system for the club:

12.1. Orders for Gallantry

12.1.1  Officer Mentioned-in-Dispatches (KM) / Officer Mentioned-in-Dispatches (RN)

Awarded for gallantry in  action (i.e., a single-player battle). The opponent (!) has to report the act of gallantry to the CO of the officer in question, with a brief description of the action. Criteria are superior ship-handling and proper use of historically sound tactics. This ribbon commendation is the only one not requiring Cabinet concurrence and may only be awarded once

12.1.2  Eisernes Kreuz I. Klasse (KM) / Distinguished Service Cross (RN)

Awarded for gallantry in action (i.e., a multiplayer battle). The action cannot be a “D” class battle. The senior naval officer for one side in the game has to report the act of gallantry to the CO of the officer in question, with a brief description of the reasons for the suggestion; in case of a the commander of a navy, the suggestion has to be addressed directly to the cabinet. Criteria are superior ship-handling, proper use of historically sound tactics, obedience to orders, proper use of signals, and cooperation with teammates, with the main emphasis on the last point. The award is at the discretion of the CO, subject to approval by the cabinet. Can be awarded only once; for further acts of gallantry that would qualify for it, the Order of the British Empire, and Kronenorden and Roter Adlerorden, respectively, can be awarded instead.

12.1.3  Ritterkreuz des Hausordens von Hohenzollern (Knight Cross of the Household Order of Hohenzollern) (KM) / Distinguished Service Order (RN)

Awarded for superior leadership qualities in a victorious fleet action (i.e., a multiplayer battle). Only the senior naval officer for one side in the game is eligible. The action cannot be a “D” class battle and the SNO must have had at least three subordinates. The suggestion has to come from at least two officers of the same side who have been the SNO’s immediate subordinates in the action in question, and has to be addressed to the CO of the officer in question, with a brief description of the SNO’s conduct of the battle. Criteria are superior control of the fleet, excellent formulation and execution of a battle plan, proper use of historically sound tactics, and encouragement and support for subordinates. The award is at the discretion of the CO, subject to approval by the cabinet.

12.1.4  Pour le Mérite (KM) / Victoria Cross (RN)

Awarded for an outstanding military record over an extended period of time, or alternatively for a single most conspicuous act of gallantry in a fleet action (i.e., a multiplayer battle). (Such acts of gallantry can be reported by every officer of the same side in the battle in question to the CO of the officer in question.) Suggestions can be made by the CO of the officer in question to the cabinet. The order is awarded by the cabinet. Awards are limited to one per navy per six month-period.


12.2  Orders for other services

For contributions to the club life, other than fighting in naval engagements. These can include service in command and staff positions, training recruits, designing scenarios, organizing club tournaments, and any other service, at the discretion of the cabinet. Awarded by the cabinet, with choice of appropriate degree/class at their discretion; the CO of the officer in question can make suggestions. Especially the lower classes of these orders can be awarded instead of the orders for gallantry for further acts of gallantry that would qualify for them. Where an order confers knighthood, the recipient is entitled to use a “Sir” or “von” with his name henceforth.

The "mit Schwertern" (with swords) awards are used for gallantry.


12.3  Orders for other services, combined with gallantry

For outstanding contributions to the club life and an excellent military record over an extended period of time (highest decorations).

12.3.1 The Most Honorable Order of the Bath (RN)

-         Knights Grand Cross (GCB) (confers knighthood)

-         Knight Commander (KCB) (confers knighthood)

-         Companion (CB)

12.3.2 Schwarzer Adlerorden (Black Eagle) (KM)

One class; confers knighthood.


12.4  Nobilitations

For continuous outstanding service in the club, usually not before completion of three years of service, the cabinet can ennoble officers. Only flag officers are eligible. Nobility is conferred in the historical grades; a suitable name title will be chosen by the cabinet in each case.

12.4.1  British:

-         Duke

-         Marquis

-         Earl

-         Viscount

-         Baron

12.4.2  German:

-         Herzog

-         Fürst

-         Graf

-         Freiherr

12.5  Battle Honors

To recognize service in large, hard fought battles, the respective Navy commanders will, at the direction of the Cabinet, award Battle Honors. To be eligible, the following requirements must be met:

12.5.1  The action in question must be a sanctioned multiplayer game, class "B" or higher.

12.5.2  Ten or more players must have participated in the battle, with four or more on each side.

12.5.3  As this is recognition for participation in a major fleet action, both sides are awarded honors.

12.5.4  The Cabinet at its discretion, may or may not award honors for a particular battle.

12.5.5  By definition, maneuvers and training games are not eligible.

12.5  Battle Honors

For completed NCCCS campaigns, campaign medals can be awarded to the participants at the discretion of the cabinet. Participation is defined as having actually submitted movement plots. The rules for battle honors as per cabinet the above general Awards sections with the exception that there is no minimum number of players required.
